what is this? (in French)

Apparently your answer says a lot about where you learned French. For me, it’s a beffroi, for almost everyone else it’s a clocher.
We watched a french comedy last night about a halpless mail carrier from the south of France who ends up getting sent to Nord Pas-de-Calais, the very north of France. It was great because it roasted stereotypes of Northen Frenchies… they have a weird accent, eat only fatty foods, and drink all the time… wait a minute, that’s true…
but it was great to see northern France on film, and to get all sentimental / homesick about a place I used to live. Even if le ch’ti and picard sound like you’re speaking with a sock in your mouth.
If you speak a little French and would like to learn some ch’ti, go here:
A side note, right behind the beffroi was my bus stop (next the Maxwell House truck) and to the left (out of photo) is the florist who finally sold me a pumpkin for Halloween… they are very hard to come by!
ah, memories
